SENATE CONCURRENT RESOLUTION NO. 31

Requesting the Division of Highways name the recently constructed
bridge at Newburg, Preston County, crossing Racoon Street on
State Route 92, the "J. Richard Taylor Memorial Bridge".
Whereas, The town council of Newburg has recommended naming
the newly constructed bridge at Newburg, crossing Racoon Street on
State Route 92, in honor of one of its most distinguished citizens,
J. Richard Taylor; and
Whereas, J. Richard Taylor, a respected community leader and
successful businessman, was well known for his philanthropic
endeavors to his community, fraternal organizations and community
service organizations, including the fire and ambulance services;
and
Whereas, As a tribute to the many contributions of J. Richard
Taylor to his community, it is fitting that the bridge be a
memorial to this outstanding, inspiring and beloved community
leader; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the Division of Highways
name the newly constructed bridge, crossing Raccoon Street on State
Route 92 in Newburg, Preston County, the "J. Richard Taylor Memorial Bridge"; and, be it
Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the Secretary of
the Department of Transportation, the Commissioner of the Division
of Highways and the Mayor of Newburg.
